New legislation & industry reaction
The DGOJ is currently preparing to implement cross-operator deposit limits as well as – in the longer term – even more impactful gambling reform.
According to Xavi Munoz, Spanish-licensed operators are unhappy with the proposed reforms. Operators are reportedly considering launching a court case against the government to stop the DGOJ from implementing cross-operator deposit limits.
Regarding the other proposed reforms, including the creation of a registry of approved B2B suppliers and the re-introduction of advertising restrictions, the industry appears to be betting on a change in government following the planned 2027 parliamentary elections and largely have suspended cooperation with the DGOJ.
Can the regulated offer still compete?
By using a side-by-side comparison of licensed and unlicensed offerings, Mauro De Fabritiis demonstrated that there is significantly less friction in using unlicensed offers. Registration, depositing, and promotions are some of the areas where the player experience is superior in the unregulated market.
De Fabritiis: “The policy rationale [for this increased friction] is player protection, but the customer may simply perceive the regulated offer as less rewarding than the dot com one.”
Spain's regulator-mandated problem gambling detection algorithm
Spanish-licensed operators will soon be obligated to implement the DGOJ's new central problem gambling detection algorithm. Camille Gonzálvez clarified operators’ obligations, as well as the timeline for implementation.
It now appears likely that operators must implement this algorithm in early 2027, although an earlier implementation, in Q4 2026, is still not entirely off the table.
Domestic versus international betting events
Dmitry Belianin discussed the growing popularity of prediction betting in Europe and Spain. He also showed that domestic football competitions can create a larger peak demand than even the FIFA World Cup – which, surprisingly, was the case in Spain in 2026.
